I usually play on lichess (don't get mad at me guys) but I mainly play (2200) bullet there, and do not lag on time scrambles with less than a second, even with their single premoves. However, I decided to play bullet here, and I used the multi-premoves, where I saw myself losing .1 sec each premove.
If there is a .1 sec lag per premove, what's the point of bullet on cc?

Of course not.
Chess.com decided a long time ago that premoves would each have a minimal time cost. A cost of 0 1 seconds per move is not severe. It still allows people to engage in ridiculous 5-10 moves per second time scrambles.
