Question about current draw offer

It is my turn.  I made a draw offer and it is pending.

Does my opponent have to respond one way or the other within a certain time, or can he do nothing and with the result being that it is still my turn and I must move before the time limit is up?

usually you are supposed to show your opponent your move, and then offer the draw... that's how it works in real chess...

You should make a move, because odds are your opponent will not look at the game until an alert tells him it is his time to play.  Make a move, and make a draw offer at the same time.

The only thing determining when he has to answer is that after you move and send the draw offer, his clock is running.  He can accept or move.

 

In reality some people do offer draws "out of turn" especially in informal games.  I'm not sure what the USCF rulebook or its FIDE equivalent say.

I offered a draw before my move and was waiting for a response and finally just moved. 

 

To make sure I understand, he has to either accept or move (and if he moves the offer is rescinded?)
