You don't really sign up for a FIDE ID, though you can get one by creating an account on their Arena site. Otherwise, you get a FIDE ID by playing in a FIDE rated event and scoring at least one point.

all these things you ask for are available online. Stop being lazy and look for it yourself.
This also isn't the place to ask. Contact fide's customer service.
How is FIDE a competitor? How do you have a 1500 rating and think FIDE is a competitor of chess.com?
And I can play chess on Facebook but that doesn't make it a direct competitor because that's not the primary purpose. It's the World Chess Federation.

The OP didn't really ask about the arena site, exactly, but a more procedural question in regards to FIDE membership. It isn't directly discussing their site, nor advertising, in my opinion, though a moderator may decide it is and lock the topic.
