It was a bug. Cc experimentet with a daily limit. It should work again now.

The limit will come back but there's some work around it to give a. Indication when it's been triggered.
Until recently, I could click the React icon in someone else's post. From the popup window I could click an emoji like "thumbs up" and it would appear within their post below their comment. That's no longer working for me using any browser.
