OS used?
Did you install scid, or using the portable version?
OS is windows downloaded with the MSI installer. Here is the error text:

On sourceforge, I now see a "SCIDB".
Does anybody know what that is? An upgrade of SCID?
It's a new SCID fork, currently not available for windoze.
At the OP:
"C:/Program Files (x86)" means you are using a 64-bit version of windoze. Which one?
I am sorry, but if you are too lazy to answer the questions properly, then you should not expect help.
I guess you're using the present Scid ver 4.3 msi installer? I have this version installed on my Windoze 7 Home edition, and it doesn't have a config folder, and it works just fine. Maybe try uninstalling and reinstalling to see if the problem is repeatable?
One minor glitch that I did notice with this version is that it doesn't have the bases folder that contains the tactics databases. If you want those, you'll have to download the scid-4.2.2.tar.bz2 tarfile and manually copy over the bases folder. You can get the old tarfile here:

Or, you could just download the latest Scid vs. PC program. It's much better than the old Scid, except that it doesn't have the window docking feature.

Hey! If any of you guys is an oldhand at Scid, when I boot the .exe it tells me I'm missing the config folder. I looked in there and it's true, there isn't one. Ever come across this? There aren't any clues on the Scid website.
