does anyone know how do get timeouts lowered QUICK

FASTEST WAY:

make 100 games, resign in all, you will lose no rating if resigned in less then 2 moves but you will get the Lost percentage higher

100 games - 1 time out = 1% timeout ratio

SECOND FASTEST WAY:

Make 100 games with 1day/move with all fast ppl, play them all, you should complete in less then 2 weeks (all your games), Myabe.. 1 month the most, and 1% ratio with 100 games played

THIRD FASTEST WAY:

Play 20 games at a time.. over a period time (3-6 months) your time out ratio will be lower then 5% (depending on how much it is now and how much timeout games u ahve)

Resignations and withdrawals count at any move, even zero. It is timeouts that go unrated at 3 moves or less.

As well SerbianChessStar's suggestion will alienate other players. You can pick up games with new 1200-rated members. Many won't be back the next day so you will rack up games by timeout.

Think in these terms.

 15% is 15/100

 To find the number of completed games corresponding to 21% timeouts

 set 15/100 = 21/completed games required

 completed games required = (21 times 100) / 15

 completed games required = 140

Once you complete 40 more rated games you can create your own tournaments. You can join them if you change the default 10% timeouts to 16%.

Thanks are you allowed to ask someone to draw on the first turn and do it over and over again or will you get banned

I suggest you just play chess and not annoy your opponents.

FIDE rule 12.6 "It is forbidden to distract or annoy the opponent in any manner whatsoever. This includes unreasonable claims, unreasonable offers of a draw or the introduction of a source of noise into the playing area."
