It's possible they were closed for games in a different rating pool.
But the most recent game was against me. He was playing Bullet. Even if he had been closed for probably blitz cheating, points would certainly be refunded. It's mentioned in the article Martin.

If an account is closed for Blitz and there wasn't any issue with Bullet (or it was unclear), the latter would not be refunded.

I didn't know such a rule existed like that! I thought it refunded points for all formats' games played for recent (within 100 games) opponents when they got banned. Was it a new rule?
