Black would have a tough time forcing mate.
Draw ?
It seems that many people don't understand this.
Usually, if you run out of time, you lose the game. But if you run out of time and your opponent has insufficient material to give checkmate, then the game is a draw.
In the position on the board in the screenshot, if you ignore the clocks, it is clear that white is winning. But unfortunately for him, he has run out of time. So what happens? Is it a win for black? Well, it would be if he had a pawn or a queen or a rook. As it is, he has nothing except his king, and so as Ian1984 says, he would never be able to checkmate white. The rules say that in this case the result is a draw.
If you think about it, what other result would make sense?

but problem is even biger ... even on picture it shows that i am out of the time i clearly remember that i had 23 seconds and he was playing ( thinking) ?
just when he finish his move it told to me that it was draw .. i had forced mate in 5 moves ... i needed like 5 seconds or less ???
The lag can cause your clock to change suddenly. See this explanation: http://support.chess.com/Knowledgebase/Article/View/91/0/why-did-the-clock-times-suddenly-change-the-clocks-seem-broken
It shouldn't be nearly as much as 23 seconds, but I think that can happen if one of the players loses connection temporarily.
Hope that helps.
