judicator is inconsistent

I have won many times on time only to be told - insufficient pieces, and yet when the same number of pieces are against me and I've lost on time the judicator gives it to my opponent. Could you also tell me where I can find your complaints procedure - thank you

The rules of chess are that if a player runs out of time, he loses the game, unless his opponent has insufficient material to mate with. In that case it is a draw.
