Maybe it's different on the ipad but normally you can just move and that automatically rejects the draw offer. I agree with you that it shouldn't be possible to spam someone with draw offers.
Your opponent has offered a draw...

I understand your deep feelings, towards the subject in focus, and being as good as you may or may'not be at times appriciate on acations people lean on there inmature side. We alldo.

I don't know how many times a player of my level has told me the position is drawn, when I can't see it. Then they get mad if I want to keep playing until I do see it. Some of them you can tell just don't play end games much, and they frustrate themselves by not concentrating even more now that the game's decisiveness hinges upon the most subtle of moves. I believe they would be more proud of themselves to clearly show that they won't let down in concentration when the game appears even.
It seems that at my level of play, many players are eager to propose a draw as soon as they are not sattisfied with the game or their ADHD kick in and they get bored.
Of course, they have the right to offer a draw... but please, once per move. No means no, thank you. You can always resign, you know?
The problem is, that they can propose a draw even when it's the other's player turn, and at least on the iPad client that renders the game more or less unusable. So you are forced to accept the draw or time out.
So please, limit draw offer to once per move, and only when it's the player's turn.
