A sandwich is between 2 pieces of bread. A hot dog bun is not 2 pieces of bread.

a hotdog typically is eaten on a hotdog bun!!!
a hotdog can potentially be cut and sliced in half and made into a sandwich between 2 slices of bread- haven’t actually seen it eaten that way- but sure why not
A sandwich in my opinion is something that is flat and stacked vertically (hotdog on bun would not fit that description to me)
a hotdog could be placed on one slice of bread and rolled up- and I still wouldn’t classify it as sandwich 😆
