You can learn on a cheap set just fine. Price often correlates to nuanced things that absolutely don't matter to a beginner. If you don't have a soundproof practice space or basement it might be a good idea to get an electronic set. If you're really serious I would suggest finding a private teacher or at the very least paying for a structured online course. I suggest getting an actual teacher rather than an online course. If you can’t get a live teacher there are loads of free YouTube tutorials too. Also about gear, get 100% used from Craigslist or eBay. New is a waste of money and you get better stuff for your money. Get a few classes first, learn the basics and if possible, ask experienced drummers to help you buy used.
