difference of CM in Italy and in world

Hello. In Italy to become a candidate master you need to have elo 2000, while in world u need to be 2200. Now why this difference? If a cm in italy with elo 2048 plays in another country he rebecomes 1N? What do u think about this? Thanks!

In the USCF, to be a candidate master you need 2000. But that's different from FIDE CM. 

FIDE CM has no relationship, necessarily, to CM of a national federation. A FIDE 2048 is a FIDE 2048 - and against a FIDE CM (2200+) he/she would be outrated, and I'd expect the Italian CM to lose, although they're not that far away.

Note that, on chess.com, Diamond membership is given only to FIDE CMs or higher, and not CMs of national federation.
