I question this myself, I do not know how many forums are posted each minute, but do they look at every forum? If they do, then I need to get a part-time job to pay these mods, but if they don't, how do they know if a forum broke one of the policies? There are some forums that have gone very long without locks. How do mods keep up with them?
The forums move pretty slowly. It would only take a handful of people clicking around and reading things to cover absolutely everything.
But they're unpaid and not always on the same time, so some things go unnoticed longer than others.
