how stupid is the average college student?

so i had an exam last semester in econ 1. during the middle of the exam the teacher stopped us to make a correction to the test. "everyone, question 32, answer c should be changed from" increasing " to " decreasing " somewhere in the text for that answer. this says something useful to anyone with a brain. do you know what that is?
this was for a multiple choice exam. with possible choices A through D

In your introduction to Economics, what did they teach you about where money comes from? Do they teach you that money is issued with a "debt on its head"? And that the more money that is issued, the deeper in debt the nation becomes? Do they teach you that if the U.S. Treasury issued its own money, as they are obligated to do, that it could be issued debt free; that is, with no interest due on the money that was issued.

To me it says that 'c' is probably the answer. However, without additional information, it could be that the original wording made at least two answers correct when that wasn't the intention.
