Who digs for copper ore? That stuff is everywhere and only now are we even beginning to discover uses for it. Copper ore isn’t something you dig for, it’s something you find while digging for iron or diamonds. A miner that prioritizes copper knows nothing of their trade, and you can do better.
Bro copper is too expensive to make pennies out of. Copper mines exist by themselves. Down in Arizona they have so many copper mines that they shut them down because the amount was deflating the price. Copper is such a slept on metal it's not funny. Also stand alone Miners aren't too common.

Copper is more useful than iron. Copper makes brass and bronze. Steel is expensive.
