Players are automatically muted for using bad language. Normally, the muting goes away after a day or so.

It would be for stuff he said during a game. If it has been weeks, he might have to write an email to the staff and apologize for what he said and promise to never do it again.

According to the profile of Chessplayer2478, it looks like he got into big trouble over a year and a half ago and had all his content pulled.
If he has been re-muted recently, it is amazing that they even let him back on the site.
