If it clears arbor congestion then it's ok (this allows the rest of the flora to literally breathe easier)...if, however, the defoliation occurs on the scale of the Amazon Rain Forest (which numbers in the tens of thousands of trees, maybe more), damaging/destroying ecosystems in the process, then *no* it wouldn't be ok...
