No, from age seven American football is played with pads and helmets. To my knowledge rugby isn't played in the school system but through clubs and colleges.
Rugby and Rugby League are played through the school systems with large school based competitions all around Australia. Primarily in New South Wales and Queensland.

american football has many tactics and strategies involved with who carries the ball and what kind of play is made. is the same true of rugby?(soccer)? i liken american football,in part , to physical chess. any comments?

In Rugby, there are no downs, and play is somewhat more flowing than in American Football. Many passes can follow one another, but the ball must be passed backwards. The ball can be kicked forwards, but there are complex off-side rules that then come into play. There are also "rucking" and "mauling" parts of the game where players bind together, and drive forward holding the ball, or put the ball down and drive over it.
Basically, in rugby, there are forwards & backs. The forwards are typically strong, well-built players who care little about damaging their looks (or anyone elses.) The backs tend to have a sprinter's physique and are there to run with the ball and pass it. The forwards are there to protect the backs, and when the backs get into trouble, to ruck or maul, keeping possesion of the ball, until the backs have reorganised, and can start passing the ball (usually in a line across the pitch) again.
It's not so much like chess, in my opinion. It's more like 30 men dancing a violent ballet with a ball.
