Interesting. The representatives from India that I used to work with, they said that while the cast system was outlawed many years ago, it is still alive and well today. In practice, they all said it is still part of the culture. 

Yes of course its still a part of the culture. Its not completely removed from the law as well. Since those oppressed earlier need to be compensated for what they have gone through.

I visited Germany in 2010, and learned from the people that the government still tests for aptitude, and then tells citizens where they will be educated. It is a completely foreign concept to me. 

If its something related to higher education , I don't see anything wrong in it. When there's more demand , merit is the only way you can sort it out besides money.

What about hard work?  If a garbage man buys books, saves money, studies for years, does the garbage man have a path forward to become medical doctor or teacher?  

Yes...if he has studied for years he will make it through the merit list.
