Premoves cost 0 sec, person has 10.2 sec at 10 sec | 0 game, premoves even ADDING TIME?

White started with 10.2 seconds in this 10 sec game? https://www.chess.com/game/live/136363187553?move=0 (Scroll 1-2 moves forward to see proof). Premoves cost 0 sec? ( 2 premoves made with 9.3 sec on clock).

Someone said it's possible to get increment worth .1 , .3 secs. 

What is this??

Here it doesn't, but instead it's adding time to the player. Basically gaming the system.

Perhaps it's true, but white starts with 10.2 secs in 2 moves, premoves not cancelling any time (4 moves) and premoves steadily even gaining time. As I watched the duo fighting, I saw these same things, (ALL of them) over and over again.

And so, what would happen if some players other than White in the games cracked the chess.com script, got free, time-gaining premoves for themselves, and gets 11 seconds instead of 10 (for the players who play 10 sec) ?? Won't chess.com cotton up on their actions and ban them?

Clock is 10 sec, without increment.

I would guess it has something to do with the brief nature of the game. It is impressive how those players can produce a game of chess in 10 seconds!

My understanding is that there's actually some increment on the game but the interface doesn't show that.

Well the increment didn't apply everytime. In many moves of that games premoves cost 0.1 sec.

But why didn't the interface show that? Can we even set decimal increment? Is the words that user said during the game (while spectating) true?

That's not going to happen. Someone would have to hack the live server process since the server handles all clocks.

I think there's a 0.5 sec increment built-in to each move, but it doesn't apply to premoves. +0.2 sec is just a move that took 0.3 second.
