I am certain chess.com is purposefully underreporting how many cheaters are on this site. I don't blame them, game is unplayable with rampant cheaters, and they really have 0 ways to determine if someone is cheating apart from false accusations.
I think (can't prove) majority of cheaters start at some point in the middle of the game after falling behind or losing a major piece. Only solution I can think of as a sort of solace to this situation, is to show us how many reports a person has had for cheating on their profile after you report them. I believe Steam does something similar and I can think of no reason why chess.com shouldn't do it as well.
