And what other work comes ahead of customer service?
Keeping the site running. And most customer service is driven by ticket work. Staff can and do answer posts in the forums but the best way to get access to staff is via the ticketing system.
I only write the non-committal phrases because I'm not all-knowing and while I can ask staff direct questions, they are busy working on other things (such as tickets and the rest of the site).
