Most likely you are seeing lag compensation:

No sir, its not just lag. I know the difference between lag and cheating. His time was at 0:00 seconds and all of a sudden went bact to 08:00 seconds then a second time to 06:00 seconds. Ive had this problem with another member wheic was confirmed by comments of others on his profile, so it is possible to do this and some do. I wll call out a cheat every time and if you all dont like it then ban me.

The changing of the clock like that is exactly what the lag compensation can do and is explained in that link.
If that is the case then my apologies, but it has happened before, and legitimately. Thanks for the folloow up.
