It's the same in OTB tournaments - the TD doesn't come around and tell you "You can claim a three fold repetition draw now". You have to keep track of it yourself and claim at the appropriate time.

Sometimes you try to fool your opponent into threefold, so an accidental draw offer due to miscalculation might tip off your opponent. On OTB you don't just "offer" draw, you work things out in your head and call the shots when you are 100% sure. That button would do more good than harm, in blitz and rapid time controls. There is good reason for standard to be left out, though.
If the position repeats three times, the app should automatically pop up a claim draw button. Sometimes due to time being low a player can't keep track of that themselves.
