Hosting Over-the-Board Tournament Management for Local Clubs

Would it be possible for chess.com to allow chess clubs to use chess.com's ratings and tournament organisation capability for managing over-the-board tournaments?

Here is how I think it could work:

1. A chess club creates a group for itself on chess.com.
2. The chess club creates a new tournament on chess.com, specifying that it is a local over-the-board tournament, and specifying the type of tournament (usually Swiss System). This means that the games will not be played online or live.
3. Chess.com members, who can attend the local tournament, register for the tournament online, optionally also paying the registration fees via Chess.com.
4. The tournament director then uses Chess.com to do the pairings and enter the results after each round.
5. Chess.com will then calculate the ratings. The ratings will be based on the local rating system.
