Is the 1 minute connection time out rule fair?

I happen to have pretty bad internet, and more than once have I lost points on games that I dominated, because my connection was lost for slightly over a minute. I think this is way too short for me to fix it and I'm probably not the first to have problems with this. I know nobody likes waiting on slow opponents but I don't think it's very fair that doing nothing for a minute is allowed only when still connected. I know the rule exists to counter bad sportsmanship but its end doesn't justify its means if you ask me. What are your opinions on this?

The way I see it: you encounter bad sportsmanship far more often than lag, so yes it is fair.
