The problem with locking down a thread is that it punishes everyone, guilty and innocent alike. Its much better to remove or redact single posts and to empower the threads creator to deal with persistent and deliberate attempts to derail it.

you should lock a thread if the OP was the violator
even in that instance we can reach out and appeal to the OP, if it fails and they are unreceptive to counsel and reason then yes, we have exhausted all avenues.

this is tricky, I would probably say no because its better to defer to a third party because of bias. Content might be valid but an OP deletes it because of a personal bias.

No. The option to moderate their own thread is to block people, if desired. But once a topic has been replied to, it is no longer just the OP's but that of the community. It is a collaborative creation.
