I don't use mobile very much for Opening Explorer (really don't use the site one unless I'm away from my primary computer). But that is interesting.
If you watch it closely, what it is actually doing is marking each ply as a move. So, after d4 it shows 2... d5 for black, then 3. c4 followed by 4...
Very much a bug. Might officially report it via the contact form:

Please see the below screenshot after the position 1. d4 d5 2. c4
Clearly most popular next move is not 4. ... c4, and the next few options are just illegal moves. In fact, this looks like WHITE'S moves after 1. d4 d5.
Loading any position in correspondence chess in the Opening Explorer on Android seems to, at a minimum, result in incorrect move numbers, even if the suggested moves make sense. If I play around with different variations and actually 'explore', it seems to get worse and more and more nonsensical.
Does anyone else have this problem? I have used multiple devices and multiple versions of android, and have uninstalled and reinstalled the Chess.com application.
Opening explorer is the #1 feature that I use premium for and it would be great if it worked correctly on my primary platform.
