Players rating fluctuate from the time they join a tournament, and the time it actually starts.
Tournament Coding is flawed.

That can result, and is not a big deal. I am talking about discrepancies of 100+ rating points.
Thats not that big of an increase.

How about transferring all those with a provisional rating to the open section by default?

That said, i think if they placed some type of set time probationary period for new players, in regards to joining tournaments and such, for a period that’s long enough to somewhat establish their rating, it would weed out a lot of the problems that are talked about. They could still join tournaments but with the others in the probationary group. It would help most with exposing people that sandbag/cheat and would hopefully deter or limit others from doing so.
Will it stop every person from breaking rules or using means to do so? No, but it wouldn’t hurt and once they’re probation period ends, throw them in with the masses so they too can experience taking a 15 perfect move loss from a <700 rated player just like the rest of everyone has.
Seems like a simple thing to only allow players to join a tournament if they have the appropriate rating.
Every tournament I'm in lately has a guy in the 1600-1700 range in the 1500 or less tournament. We're paying for excellence here, but you're not delivering it.
