What the point of getting opinions about spamming? The site has it's definition and rules. Is there that much to discuss?
Also, the OP has an example which publicly shames a person for doing so. Isn't that against the rules?
How did this "hi" thing all the sudden become spamming? Spamming can be something off-topic but it's a more acceptable version of it. "Hi" is part of the English language to greet others.
Of course, but there are times where I feel that it isn't appropriate. It's like you created a thread to ask a question, but instead of answering your original question someone just posted "hi". Sure, they're just greeting the person, but was it a appropriate response to the original post?
This forum is called "anti spam", and saying "hi" randomly, although seems polite, is annoying to the people that are actually interested in the topic.
Because they got a notification for some little kids saying "hi".
There's no point in saying "hi" on a public thread. If you followed it up with something constructive, like "hi, that's an interesting post, blah blah blah" then it wouldn't be spam

Unsolicited messages, usually of witless, immaterial or commercial nature, sent to a large number of recipients or posted in a large number of places with the purpose of drawing attention or causing disruption.
How did you update the definition created by another member? I don't see that update. Must be another multiple edited post. Confusing at least
I think the environment is also of importance.

If it was in fact a public thread, what was the title and purpose of it?
For example the thread could be a simple introduction like, " Hallo, I am new to this site!"

Well, please point me to the definition given by that other member? I used the Webster's Dictionary Def as a baseline and refined it to better fit my interpretation of spam. You do at least notice a difference here I hope?
