My question about this variation on chess is that with this move of white , black loses a good developed bishop and let white take advantage with his queen out. If we think by black side is there anything ealse he can do? i heard something about c5 but i dont rly know why ? can anyone explain me both of questions? best regards ;)

3...c5 is another variation but Bf5 is best.

But if you don't understand the position then the variations are meaningless...

i think i do cause if i play bishop as black and white respond to my move then i lose tempo and a well developed bishop and letting white take some advantage too. I am asking for a different idea if we dont want to use our bishop

The Bayonet Attack is an interesting variant you could try...

(4. Nc3 e6 5. g4)

I'm not sure if i have properly understood your question,  but why Bxe3 is not ok for you? The gained tempo with the queen looks not really important and exchanging pieces is an archievment for B, since W space advatage becomes less important. In fact the Be3 variation as a whole is rather harmless if  B plays Bxe3. After 5...e6 6...c5 the position has become a sort of advance french where W has exchanged his good LSB for the passive B one, and has received only a rather useless extra tempo for it.

Moreover I am not aware of any decent alternative, since 4...Bg6?! 5.e6! is just asking for trouble.

c5 leaves the e5 pawn by itself, black next can gain the pawn back after e6 while developing or get an  advantage if white tries to cling onto it.

By the way white should not exchange white-coloured bishops because his pawns are on dark squares so this bishop is more harmonical then his dark-coloured buddy. 4. Be2 is stronger, check databases.
