Hard question, but probably Max Euwe, although Max Euwe was a sensational player nonetheless. Or maybe one of the FIDE WCC like Alexander Khalifman. 

Topalov was the only one of the FIDE WCCs that was actually good enough to be champion, the rest aren't.

Damon, that was exactly the idea that first sprang to mind this morning before I posted this. If you don’t mind I wouldn’t say weakest, rather one with the least attractive play for some.

Steinitz was a great thinker, that is why I always had high praise of him. Think about it, we had only few real thinkers in the entire history of our game who were able to  explain and put their ideas down. Who came later? Dr Lasker, Nimzo, Reti, who else? Maybe Watson, or Dydyshko in modern times (The Logic of Modern Chess of the latter is totally unknown of in the West).
