Well well well. Tug does make a point, BUT panda's currently at 1203, and resetting would have no significant impact. How about this: people under 1200 will not be allowed to reset, and resetting will be to the default 1200. I don't see how that's not possible.

Resetting a rating is a difficult subject. On the one hand, it sets a precedent and basically means anyone can reset their rating at will. On the other, there's nothing really stopping anyone just leaving and coming back using a new account.
The only reason to even do it is to undo the damage a string of timeouts has done, or resignations in not-lost games when leaving. But when your rating is low, you win more points for winning games, and lose less for losing. So the way to reset your rating properly is to play games.
Personally I don't see how we can allow a reset. I don't see how it can work. Most people are below the default, aren't they? We can maybe have a minimum rating though, and that could be 1200. That way, nobody gets completely cut adrift.

I think it is possible by play against 10 1200's and being a 1201 yourself, and lose all that game

Everyone starts with 1200 rating. Unrated players are calculated as if they have 1200 rating
The k-factor used for calculating ratings is 100 and the table for rating adjustments can be found here.
A player can't lose more than half of his rating in one game. For example a player with 1250 rating can't lose more than 25 rating in one game.
(1250 - 1200)/2 = 25
The information on how the rating system works is in the first post. A player with 1201 rating can't lose more than (1201 - 1200)/2 = 0.5 ≈ 0
Also, the k-factor is constant, so it is not like glicko (chess.com ratings) where a new player gain/lose more ratings points than a veteran, so that argument for resetting does not exist either.
