Does your club get points in vote chess if the other team times out, or is it only when you checkmate or they resign?
Depends what you mean by "points." There is no rating points to win or lose like in an individual rated game. There is no "team rating" if that makes sense.
However, if by "points" you mean their team record of wins, losses, draws etc. then the result is recorded regardless of how one side losses the game (time, resignation, checkmate etc.).

By points I mean the points that are in the vote chess leader board and under vote chess "Total Points":

p.s. I see "points" in vote chess you were probably referring to. Those "points" are only for games which were not abandoned and this is a different type of "points."

Different type of points? If you are saying that the points listed under "Total points" and Vote Chess leaderboard are different, you are incorrect, they are the same.

Yes 4 "moves" means each side. One player "moving" but not the other is called a "ply" so 1. e4 e5 is made up of one move, but two plies. It takes 4 moves (or 8 plies) I believe for the game to "begin" and not be considered abandoned.

I know they are the same. I was referring to those points and personal rating points. Those are different (as are profile "points" which indicate activity via posts too etc.).
