If you sent it in September, he wouldn't have accepted you because your account would be too new.
He generally only accepts people who have accounts that have existed for a few months. This is because RAR has had spamming problems.

Maybe he doesn't like you. There are tons of reasons why RAR doesn't let people in. Even once you get in, Joseph might ban you for no reason. Don't take it personally.
