Probably Russia. Many great players there like Levy Rozman, Ian Nepomniachtchi, Vladimir Kramnik, Daniel Noroditsky, Garry Kasparov, and Anatoly Karpov. India is probably 2nd with Gukesh, Prag, Vidit, Vishy,, and Tania.

With Nepo dropping out of the top 10 on the FIDE rating list, it was the first time in history of FIDE that Russia did not have a top 10 player in classical.
Currently based on the top players on the FIDE rating list, I would say India and the USA are top for men, while China and India are top for women.
