Maybe they can ban him after his own confession.
Chess.com's cheat detection is a crock, which is one of the reasons this post even exists. and even if someone is banned, they can simply use one of their other many accounts, or create another account, so is there really ever any banning?

cheating is no fun for me. in 2012 when i got my engine, i cheated for 1 day while testing it out, but since then, i cheat only when playing obvious cheaters (and many times i am too lazy to cheat and i just get beat by the cheaters), because i detest cheaters and cheating. i don't care about my rating at all. i just want a fair game. this is my garbage account. you don't think that i would post this with my main account, do you?

You have played more than 20,000 games between bullet and blitz with this username. You cheat with this account, you cheat with the other account. Is not like if you have one "important account" with diamond membership that you don't want to lose.
What I'm trying to say is you should forget about all this crap. Multiple accounts, engines, cheats... Clean the house and your mind, mantain only one account, just play and learn.
