This question is subjective. Here are my thoughts:
2000 is a strong rating.
2300 is very strong!
1500 is pretty decent!
Ratings less than 500 need a lot of improvement since they make careless mistakes every single game.
1000 rating is pretty decent but can be better.

you arent 'considered' an amateur. you either are one or you are not. and it has nothing to do with ratings. being an amateur means you do not play professionally. playing professionally means you play for prize money or are otherwise remunerated for playing. being an amateur means that you do not.
