If pirate #1 gives himself anything more than 996 pieces of gold then #3, #4 and #5 (the ones that arn't dependant on #1 for their lives) will vote "no" because the lust of gold is paramount. The crucial thing is that as long as they won't get killed they want as much gold as they can get. So if #1 gets killed, #2 will get 998 (because if #2 dies, to save his own life #4 will have give #3 all the money and since one coin is better than nothing they will take #2's suggestion). Since #2's suggestion gives #3, #4, and #5 one coin each, all #1 has to do is offer them more than #2 does and he can keep the rest! Therefore #1 just gives two people out of #3-5 two coins each, so the final destribution is:
#1: 996 pieces of gold,
#2: nothing
#3, #4, #5: any one of them gets nothing, remaining two get two coins each.
PS: It is interesting to see, that because #2 and #3 can't talk until it's their turn they don't even have one chance to be generous, for instance give everyone 200 coins. How #2 and #3 would have distributed the gold is also shown below:
