Here's why Black is better: White must defend against both Rc8 (wins the Queen) and Qxe3+ (after which White will have serious and possibly indefensible king safety problems) on the next move. I think that's the reason.
There will be a few threats to take care of, e.g. Rc8, and Qxe3. 24.Qd2 will not work, as 24...Rc8+ 25.Ke2 (forced or mate) 25...Rc2+. If 24.Rd3 Qxg2, and black can pick up the rook on d3 after that, and black wins easily, with 2 connected passed pawns. If 24.Rd5, 24...Qxe3+ 25.Kd1 25...Be6, again, winning.

What are you talking about?? 25.Ke2? How can king jump on e2?? Qxe3 - teleport??
24.Rc8, now I am lost. I have no idea what you are talking about.
What about 22...Qc2+ 23.Ke1 Re4, intending 24.Qg3 Rae8, and if 24.Qxf5?? then Rxe3+; if 24.Qf3 then I think 24...Bg4!? works, but I'm not sure it's necessary.
It was unrated game so it was chance to play more agressive and relaxed. White made some strange moves in oppening and eventualy resigned.
At first look white is doomed, but after 21.Kc1 Rc8+ 22.Bc4 white is equal if not in advantage. Am I missing something?
