Observe. Currently 100% and over 10 moves, but all of them are book and game agreed to a draw (unrated and prearranged game to try and create a 100% game). However, chess.com CAPS 2.0 is soon being released and this will make it tougher to score very high percentages as well as tougher to score very low percentages. As IM @DanielRensch said, "less swing-y."

if the engine who calculates your accuracy plays a game, it will have 100% accuracy
It would only be possible if the other person played the moves necessary and was willing to lose
