Wanting to get back into tournament play, but am I going to struggle big time?

Hey all,
I'm 19 and going to university soon. I was wondering whether I should restart playing tournaments again (I was around 1500-1600 ECF when I quit at 13). Or it's too late for me and I should just play casually from now on? As evidenced by this game, I'm a bit out of it.
I was playing black.
