No... the lowest rated players would need to play a lot of losing games against other lowly types, their simply hasn't been enough time yet for anyone to throw away all their 1200 starting points. Lenny Bongcloud is making valiant efforts towards this end, though.
I htink it would be ridiculous to start at zer and I feel sorry for people who have under 1100.
For someone to have 0 rating im sure there would need to be a bunch of players who gradually go down in rating simultaneously. Otherwise the gap would become too large between the lowest rated and 2nd lowest rated that there would be no penalty on the lowest rated person for losing. But once that rating gap widens, a 3rd person would have to start losing but to lose that amount of points there would probably have to be hundreds of people in on it to get someone to zero. Anyone get what im saying?
AFAIK, the lowest rating possible is 100.

It would take ambition and determination to reach zero and discover if Glicko supports negative numbers, and if so if the site does.
