Was there a tournament rule that stated no draws by agreement before the 21st move? That would prevent early draws. If so, it would be irrelevant to your situation- but could explain why he would mention a 21 move rule, and why one would exist. People in OTB games try all kinds of non chess tricks to rattle opponents. I’ve had people try similar, partly to interrupt the flow of the game, and break your concentration

Years and years ago, when I played in a High School league, we knew of the 50 move rule, but the League's chess-team advisers, imposed a "25 move rule" on league play to insure that games would be completed before the last bus left!  This was way before digital chess clocks, and SD time limits.  Yes, it was all screwed up, but not as badly as the "21 move rule."

The 21 move rule is if you're trying to mate a lone King and your opponent has played 29 moves, then he's only got 21 left. happy.png

I have heard in prisons there is a 13 move rule. (If one side no longer has any pieces left besides his king, the other side must mate within 13 moves, or it is a draw.)

Never heard of a 21 move rule, though.
