Cheating with other application

I am pretty sure my opponent was using other application to find his moves. All his moves were taking the same time 5 to 6 seconds. I found it suspicious as he never missed any accurate move (except the last move which doesn't matter). Player around 710 rating does not play like this. They can't even judge more than 1 piece at a time. But most surprisingly his 14th move (Bxb5) took only 6 seconds. After which it is easy check mate but he misses that!!! He misses that and uses 15 seconds to make a blunder, are you kidding? I checked his other games where he lost (didn't use other app). He generally takes 20-30 seconds to find a good move. So I am pretty sure that he is cheating. And cheaters should be punished.

First thing you should do is re-read the site rules here:

Its against the site TOS to discuss cheating, accuse someone of cheating, and to name and shame.

Next you should remove the game, and your opponents name from the post.

Lastly, you can open a ticket if you suspect something:

I was making sure how other guys think about it. I looked through the terms. It doesn't say anything about accusation. It says to stop using other apps. I deleted the name anyways.
