To sort-of-answer my own question, according to Peter Doggers in his round 3 report Harika did "lose on time" in round 2. Either she forgot to press her clock (on move 74) or her clock didn't stop counting down when she did press it. Bad luck. At least she didn't resign in a won position. I've done that myself and I felt stupid for weeks afterwards.
