Read Chess: 5334 Problems, Positions, and Games by Polgar over and over. It is one of the few books you need for mastery.
When I used to counsel students at a community college, I would get kids straight out of high school who would proclaim, "I want to get a Ph.D." To which I would reply, "Fine. Start with an associates degree, then a Bachlors, the a Masters or combined Masters/Doctoral program and you will get one!"

You seem uniquely unqualified to comment on this. Also...the wrungs on education do not get further apart. They are about 2 years apart (associates, bachelors, masters, phd).
The time frame involved, is not the same as the effort involved.

You should be hoping to be 1200 to begin with, dont get caught up in dreams, work step by step.
