the problem with comparing them is generally chess.com is pretty different than tournament OTB conditions.
for me; I haven't played in enough tourneys and the last one I went was stacked with players beyond my ELO. I was a 1200 playing 1400-1500. so while I didn't win games; it really wasn't that likely- and I lost ground. (1175ish).
I also think Blitz is so far from uscf standard as to be nearly irrelevant. if you can think fast and have a polished opening your good at blitz; but not neccesarily up to a serious OTB encounter. Online is also not a good correlation; as it strongly alters the game.
so, if there's some degree of correlation between USCF and chess.com standard; it is aproximate and full of lots of reasons why you might be an exception.
