Chess has long thought to be a draw with best play.
Looking at top human games as well as computer games, yes, as players get stronger there tend to be more draws. And while the "draw death" of chess was feared 100 years ago, GMs keep finding dynamic ways to play. Ongoing super tournament in St Louis shows chess is alive and well.
And although engines get stronger every year, they're still programmed by humans and still rely on deep searches. So things like mis-evaluations and search horizon permanently block them from making the leap from stronger than humans to perfect play.
As for knowing the moves to a perfect game, it would not be a single game of course. Nearly infinitely simpler technical positions e.g. Rook and pawn vs rook have many variations that draw. If all of chess positions are known and cataloged there should be an astronomically large number of perfect games.

I think the Christian narrative mentions this idea of God creating mankind and giving him free will.
